Short answer: The Belize Land Registry is the government office in Belmopan, under the Ministry of Natural Resources, that records every transfer of land in the country. It runs two systems: registered (declared) land under the Registered Land Act, which carries a Land Certificate, and unregistered (undeclared) land under the General Registry Act, which passes by deed. Buyers use it through their attorney, who searches the title before closing and lodges the transfer after it.

What is the Belize Land Registry?
According to the Ministry of Natural Resources Land Registry, the Land Registry records the details of all land transactions in Belize, with an interactive map that indicates, and in some cases defines, the boundaries of each privately owned parcel. It guarantees title to registered estates and interests in land, and records freehold ownership and leases granted for more than seven years.
The Registry is part of the Lands and Surveys Department, which is headed by the Commissioner of Lands. That department has five sections: National Estate, Survey and Mapping, Physical Planning, Valuation, and the Land Information Centre. Together they manage national land, register land tenure, authenticate survey plans, approve subdivisions and value land for tax and stamp duty.
All transfers of both declared and undeclared land must be recorded or registered at the Land Registry in Belmopan, Cayo District (Ministry of Natural Resources Land Registry). There is one national registry, so a buyer in Corozal, Placencia or San Pedro deals with the same office.
Which laws does the Land Registry work under?
| Law | What it covers | Title document |
|---|---|---|
| Registered Land Act, Cap. 194 | Land inside declared compulsory registration areas | Land Certificate |
| Strata Titles Registration Act, Cap. 196 | Units in buildings divided horizontally or vertically, with common property | Strata title for each unit |
| General Registry Act, Cap. 327 | Land outside the compulsory registration areas, handled at the Land Title Unit | Deed of conveyance or Transfer Certificate of Title |

What is the difference between declared and undeclared land?
Declared land sits inside an area the government has declared for compulsory registration. Each parcel has its own register, identified by registration section, block and parcel number, and the register is the official record of the owner, charges and restrictions. The Land Certificate shows the entries on that register (Registered Land Act, Cap. 194, section 34).
Undeclared land is everything else. Ownership is proven by a chain of recorded deeds back to a sound root of title, so the attorney has to trace each earlier transfer. This takes more work, which is one reason title searches on rural or older land can take longer.
What are absolute and provisional titles?
The Registry issues two kinds of registered title (Ministry of Natural Resources Land Registry):
- Absolute title is granted when the owner submits documents proving ownership, or proves long, undisturbed possession of 12 years or more.
- Provisional title is granted when documents cannot be produced and long possession cannot be proved. A note is made on the register.
For a buyer, the difference matters. A provisional title carries more risk, so ask your attorney what the register says and whether the seller can upgrade it before you buy.
How does a title search at the Land Registry work?
A title search is your attorney’s check of the Registry’s records before you pay. For declared land, the attorney inspects the parcel register or obtains a certificate of official search, which shows the owner and any mortgages (charges), cautions or restrictions. For undeclared land, the attorney traces the chain of deeds. If a company owns the land, the attorney also checks the company records, because the person signing must have authority to sell (Wrobel & Co.).
A good search answers five questions:
- Is the seller the registered owner?
- Are there mortgages, cautions, liens or court orders?
- Does the parcel size and plan match what is being sold?
- Are land taxes paid up?
- Is the title absolute or provisional?
The Registry does not publish a search fee schedule on its website, so ask your attorney to include search costs in their written quote. Step-by-step help is in how to check property title in Belize before buying and how to verify a Belize property title.
How is a sale registered after closing?
After closing, your attorney lodges the transfer at the Registry. The lodging rules depend on the title type.
Deed of conveyance. The Land Registry deed-lodging requirements require the original deed prepared in duplicate, with a clear recital of the root of title, a schedule showing the entry or plan number, block or lot number and land size, proper execution before a Justice of the Peace or notary, the signature of the attorney or officer who prepared it, certified ID copies, a zero-balance tax statement and a submission form.
Transfer Certificate of Title. The Land Registry TCT lodging requirements require transfer forms (Forms 15, 16 or 17 and 19), an affidavit of the true value of the land, a copy of the original TCT, an updated tax statement showing a zero balance, company documents where a company is involved, and exchange control permission where a non-resident is involved.
Deadline. Documents must be lodged within 1 month of signing in Belize, or 3 months if signed abroad. The deed checklist says late deeds will not be accepted, and the TCT checklist lists a late-filing charge of up to BZ$55 (US$27.50).
Stamp duty is paid as part of the transfer. Foreign buyers pay 8% on the value above US$10,000 and Belizeans 5%, on the price or market value, whichever is higher (Stamp Duties Act). See Belize closing costs for the full cost table.
Do foreign buyers need anything extra?
Yes. A transfer between a resident and a non-resident needs prior written notice to the Central Bank of Belize, under Statutory Instrument No. 106 of 2020, and the TCT checklist lists exchange control permission among the lodging documents. Foreign buyers can acquire titled private property but not national leased land (US State Department 2026 Investment Climate Statement). Read Belize ownership rules for more.
Can you visit or contact the Land Registry?
Yes. The Registry’s checklists say it gives generic advice about submissions at its counter in Belmopan, weekdays from 8:00 am to 5:00 pm, or by phone on 828-5075 or 828-5078. It encourages people to contact it before submitting to avoid delays (Land Registry deed-lodging requirements). Forms such as the Transfer of Land, power of attorney and strata applications are listed on the Land Registry applications page.
The Registry gives general guidance, not legal advice. For a purchase, your attorney should handle the search and lodging.
What problems does the Registry not protect you from?
The US State Department 2026 Investment Climate Statement says investors have reported concerns about land fraud at the Lands and Survey Department, overlapping title systems and poorly conducted surveys, and advises due diligence before buying. A clean register is a strong start, but you still need:
- a licensed surveyor to confirm the boundaries on the ground,
- a check that the property has legal road access,
- on waterfront land, confirmation of the public reserve of up to 66 feet from the high-water mark (66-foot reserve (Ministry of Natural Resources, via San Pedro Sun)),
- payment through your attorney’s escrow, never directly to a seller.
Our Belize real estate scam checklist and due diligence guide walk through each step.
Where can you see what land sells for?
The Registry records ownership, not asking prices. For market context, our Belize real estate statistics page and Q4 2026 Belize market report show listing counts and median asking prices by area. On October 12, 2026, land was the largest category on our site, with 1,387 of 3,247 active listings and a median asking price of US$175,000.
